The initiative has enabled the identification of cutting-edge technological solutions that have the potential to innovate and improve the services of NoiPA. In this regard, the positive experience of the Call4Innovation clearly demonstrated that the open innovation paradigm serves as an accelerator for the transformation and digitalization of public administration.

Call4Innovation is an initiative promoted by the Directorate of Information Systems and Innovation (DSII) within the Department of General Administration, Personnel, and Services of the Ministry of Economy and Finance (MEF). The initiative aims to identify cutting-edge technological solutions capable of innovating and enhancing NoiPA, the platform developed by the DSII for managing public administration personnel.

  • Innovate the services of the NoiPA catalog and the underlying processes.
  • Propose tools and services that enhance the information assets of NoiPA.

The selection phases

The selection phases took place from May 15, 2020, to September 20, 2020. The proposed technological solutions had a twofold objective:

  • To innovate the services of the NoiPA catalog and the underlying processes;
  • To propose tools and services that enhance the information assets of NoiPA.

The Call saw the participation of 70 start-ups and innovative SMEs. Those who applied and were deemed eligible participated in an initial project sprint aimed at aligning the proposed solutions with the specific needs of the NoiPA System. The documentation submitted by the companies was carefully analyzed by the DSII, and for those that showed the greatest potential regarding the requirements of the call, joint in-depth sessions were held on the proposed solutions. Following this further analysis, 10 innovative SMEs and start-ups were selected and, with their Proof of Concept (POC), proceeded to the second selection phase. Applications received

The application phase of the Call, which saw the participation of 70 start-ups and innovative SMEs, ended on June 21. Those who applied and were deemed eligible will participate in an initial project sprint aimed at aligning the proposed solutions with the specific needs of the NoiPA System. This phase will be characterized by direct collaboration between the candidates and the DSII teams. This first sprint will conclude on July 8, 2020.

The Selected projects

The first sprint meetings concluded on July 8. During the sprint, the documentation submitted by the companies was analyzed, and for those that showed the greatest potential regarding the requirements of the call, joint in-depth sessions were held on the proposed solutions. As a result of this further analysis, 10 innovative SMEs and start-ups were selected, which, with their Proof of Concept (POC), will tackle the second and final sprint. The winner of the initiative

The Call4Innovation Demo Day resulted in the identification of the project presented by the innovative start-up Innaas srl (Ask Data) as the proposal with the highest innovation potential. The project focuses on the following characteristics:

  1. A search engine based on artificial intelligence to support NoiPA's customer care and management;
  2. A solution for natural language data querying;
  3. The ability to draw on multiple databases to answer complex queries;
  4. Enhancement of information assets for both operators and self-service;
  5. Support in qualifying applications to the system.

The proposed solution is suitable for three types of use:

  • Customer service: In the context of assistance management, it allows for the easy reconstruction of the knowledge needed to manage assistance;
  • Business intelligence: It can be used as a widespread tool within the Administration for analyzing a large amount of NoiPA data to support information and reporting;
  • Open Data: Application of the solution to open data, making it immediately available to citizens

Who we are

NoiPA is currently the shared service center providing HR services (understood in the broadest sense) among the largest in the world, positioning itself as the foremost national intangible infrastructure recognized by AgID for managing both central and peripheral personnel of the Public Administration. The trend is continuously growing; over the last six years, the pool of managed employees has expanded from 1,560,000 in 2014 to approximately 2,100,000 in 2020, reflecting an overall growth rate of nearly 35% during this period, and a total of around 90 managed administrations across more than 20 sectors (e.g., Central Administrations, Armed Forces, Health Authorities, Regions, and Municipalities).
