ETAPAS (Ethical Technology Adoption in Public Administration Services) is a project funded by the European Commission under the Horizon 2020 programme. It explores the ethical, social and legal implications of using technologies such as artificial intelligence (AI), robotics and Big Data - collectively known as disruptive technologies (DTs) - in the public sector.

Description

Launched in November 2020, ETAPAS developed an operational framework and platform to measure and mitigate the ethical, social, and legal risks associated with the use of Disruptive Technologies (DTs) in public sector organizations.

Objectives achieved

The Ministry of Economy and Finance (MEF) acted as the project coordinator and led one of the four use cases entitled "Ethically Responsible Big Open Data". This use case aimed to test and improve the solutions implemented by the administration to identify potential risks and mitigate negative impacts related to the publication and distribution of open data through the Open Data NoiPA portal. In particular, the use case focused on managing privacy while ensuring fairness and transparency.
